Consular legalization of documents

Countries outside the Apostille Convention ask for a chain of certifications instead: the document is certified in Armenia, legalized by the Ministry of Foreign Affairs, then by the consulate of the destination country. We handle each link of the chain.

How it works

  1. Check the destination's chain

    Every consulate has its own rules: which documents need a notarised translation, which language, and which fees. We confirm them for your country first.

  2. Notarisation and translation

    Where required, the document or its copy is notarised and translated into the destination language.

  3. Ministry of Foreign Affairs

    We submit the documents to the consular department of the Armenian Ministry of Foreign Affairs for legalization.

  4. Consulate or embassy

    We submit the file to the consulate or embassy of the destination country, pay the consular fee on your behalf and collect the legalized documents.

Which countries require consular legalization

Consular legalization is required for countries that have not joined the 1961 Apostille Convention, including the United Arab Emirates, Qatar, Kuwait, Lebanon, Iran, Iraq, Egypt and Syria. Some of these, such as the UAE, also require a final attestation by their own foreign ministry after arrival.

Several countries have recently joined the Convention — China in 2023, Canada in 2024 — so documents for them now need an apostille rather than consular legalization. We keep track of these changes so you do not follow an outdated procedure.

When the consulate is not in Yerevan

Not every country has a consulate in Armenia. When the competent mission is accredited from another capital, we organise the submission there through our international network and keep you informed at each step.

How long does consular legalization take?

It depends on the consulate. The Armenian Ministry step is usually quick; consulates range from a few days to several weeks. We give a realistic timeline with your quote.

Who pays the consular fees?

Consular and ministry fees are charged at cost and shown separately in your quote, so you see exactly what goes to the authorities.

Can you legalize documents issued outside Armenia?

Documents must be legalized in the country that issued them. Through ABC Translation's offices abroad we can organise legalization in several other countries; ask us with details of the document.
